通信设备(产品)质童认证与监督检查依据产品技术标准和质量管理标准，对申请认证的产品予以确认的活动，旨在推动通信工业企业严格执行技术标准，不断提高产品质量和服务水平，以确保通信间的完整、统一、先进和可靠性的要求，维护国家和用户的利益。根据国家规定，中华人民共和国邮电部负有管理通信设备质量认证和监督检查的职责口1995年1月颁发的《通信设备进网质量认证管理暂行办法》，确定了对接入公用通信间的设备实行统一的进网质量认证制度。经进网质量认证合格的产品颁发认证证书和认证标志，没经过进网质量认证的产品不允许进人公用通信网。获得进网质量认证证书的条件是:产品检验结果符合国家标准、行业标准，或邮电部确认的技术标准和相关技术法制规定;质量保证体系符合GB/T19o02(150一9002)质量管理标准规定。利用检测工具和规定的检查方法，测定产品的实际质量特性.并同规定的质量标准相比较，可以判断产品质量是否合格。监督检查的主要方式有:国家技术监督局以国家名义组织的国家抽查、统查，和邮电部组织的部门抽查。邮电部依据《中华人民共和国标准化法》、《产品质量监督试行办法》和炙通信设备进网质量认证管理暂行办法》设置了16个质检机构，承担通信设备(产品)进网质量认证检验、监督抽查检验等任务。
