界大战以后，美国因军费需要，大量发行公债。由于政府公债在二级市场上很容易变现，当时的一些商业银行大量购买政府公债，银行持有的短期国库券和其他证券都增加了，相应地，银行对保持资产流动性有了新的认识，可转换性理论也就应运而生。 可转换性理论认为，银行能否保持其资产的流动性，关键在于其资产的变现能力。只要银行掌握的证券具备信誉好、期限短、易于出售等条件，在需要资金时可以迅速地、不受损失地出售或转让出去，这样就能保持银行资产的流动性，贷款就不一定要局限于短期性和自偿性。 可转换性理论的出现，使商业银行资产业务的范围扩大，资金经营更加灵活多样，特别是找到了保持银行资产流动性的新方法。它比商业贷款理论前进了一步，对现代银行的资产流动性管理发挥了重要作用。但该理论也有其缺陷，它要求以充足的短期证券为条件，这种流动资产受市场影响较大。第一，它的价格受市场波动的影响较大，在银根紧缩时，各家银行都要求变现而出售证券，这时证券价格下跌，难保不受损失。第二，经济发生波动或危机时，证券抛售量大大超过购买量，这时也难以达到保持流动性的预期目的。所以，可转换性理论也不可能从根本上解决银行资产的流动性问题。【可转换性理论(资产转移理论)】第一次世
