“快”即最短的交货(供货)期；“省”即相对最经济的投资金额。 “同等优先”就是在工艺装备采购中，着重处理好“进口”与“国产”的问题，亦应以“择优”为前提，在技术、价格等基本条件大致相同时，“国产”优先，即贯彻对国产工艺装备的“同等优先”原则。 坚持择优的原则，是为了保障本企业建成投产后，能生产出优质先进的产品，从而在满足生产需求的前提下，促进民族工业的发展。 对国产工艺装备实行“同等优先”的原则，有以下益处：一是能促进民族工业的发展；二是谈判、监制、验收、培训比较方便；三是有利于在工艺装备投入生产使用后，能及时得到技术服务和备件的支持与保障；四是一般情况下，采购国产工艺装备能大幅度节省投资。 采购的方式与方法 工艺装备的采购制造厂商的选择，通常采用的方式为招标和评估。首先进行预先的调研，要了解哪些制造厂商能为本企业提供所需的工艺装备。选择的原则是技术先进、质量可靠、供货及时、服务周到和性能价格比合理。 在对制造商进行选择时，先进性和可靠性是首要条件，一般的选择方式为横向比较和纵向比较。 横向比较即对几家生产相同工艺装备的制造厂商进行比较，选择出技术方案、价格相对最佳的制造厂商。 纵向比较即对预选出的制造商进行纵向比较与分析，重点是该制造厂商曾提供的工艺装备的演变过程，技术发展趋向，产品质量的稳定性等。 推断与估计 工艺装备采购的采购价格预先推断与估计的准确性、符合性是十分重要的。价格推断与估计的方法很多，本文着重论述价格时效处理方法。 价格时效处理适用于国内、国外工艺装备的采购，下面分析的是国际商品即国际工艺装备价格的时效处理方法。 国际贸易中商品的价格是由许多因素构成的，影响价格的因素非常复杂，涉及的范围广泛。其中，技术要求的确定，融资成本的高低，采购渠道的选择，运输和保险的方式与途径的采用，支付方式及币种的选择和交货期的长短等等因素都将对国际商品的价格产生影响。
