According to the MOR s guidance opinion of labor organization reform and in conjunction with the regulation of productivity layout of S&C system,the research,analysis,and explored of the reform of S&C maintenance system were conducted,the proposal of the reform of S&C maintenance system was brought forward and related issues to be addressed by the MOR and Railway Administration were dealt with.

This article reviewed part of cases of breaking rules and regulations over the past decade in S&C.

It is described in the paper to establish working system for S&C dispatch, play the commanding and coordinating role of S&C dispatch in emergency handling of equipment failures so as to recover the failure equipment in the shortest time and minimize the resulting interference to railway transportation.

Regarding the current situation of work organization in railwaysignaling & telecommunication department as well as the requirements highlightedby the leap-over development of railway, the paper brings forward a renovatingconception to separate the concentrated repair from routine maintenance and tocombine the dispersed maintenance with specialized and concentrated repair.
