社会保险费来源形成社会保险基金以用于社会保险费用开支的资金来源渠道。一般有4个来源:①由被保险人所在经济单位或雇主按本单位职工工资总额的一定百分比缴纳保险费。②由被保险者本人按其工资收入总额或基本工资总额的一定百分比缴纳保险费。③由国家财政对社会保险基金的开支给予适当补贴。④社会保险基金的银行利息或投资利润、社会捐赠等。不同社会保险项目的经费来源渠道及各类资金所占比重不同。从国际上看，绝大多数国家的财政都对社会保险基金承担责任，有的是直接拨付，有的是补贴亏空。从分项目来看，多数国家的养老和疾病保险费用是由政府、雇主、雇员共同负担的。工伤保险基金多数由政府和雇主负担，雇员并不缴费。失业保险基金多由雇主负担，国家给以补贴，雇员有缴费的，也有不缴费的。
