Before the September 18th Incident of 1931, the imperialist of Japan was setting out to attack the Northeast of our country and Chinese government had to established the foreign policy of No-resistance and appeal to the International Union against Japanese aggression which was selected by Jiang jie-shi and Zhang xue-liang.

Due to the non-resistance policy the Northeast Army executed at the moment, Japanese occupied Shenyang City just within one night and then the whole Northeast China within four months.
