跨国外包，是指跨国公司将生产或服务的一部分转移到人工成本更低廉，赋税更低，企业负担的其它成本也更低的其他国家或地区。典型的外包业务，有制造业的来料加工，还有更高技术支持领域的项目外包，如软件开发、信息技术电子通讯系统的管理、产品研究和设计、工程设计和模具、客户服务和内部商业运作、第三方物流等。目前，国内企业承接的外包项目仍停留在%26#8220;来料加工%26#8221;或以产品生产或加工为主的初级层面上，只能赚取低廉的加工费，处于国际经济链的低层。2005年，我国以来料加工为主的加工贸易出口额达到4165亿美元，占出口总额的55%。
