前苏联海军在 70年代以前，其绝大多数油、&127;水补给船都是由民用油船改装的，后勤支援能力十分有限。随着其海军战略由近海防御转为远洋进攻，前苏联海军在70年代先后建造了6艘“基里金”级和l艘“别烈津河”级综合补给船。其中以“别烈津河”级吨位最大，其满载排水量3.6万吨，船长212米，宽26米，吃水12米；航速22节，续航力1.5万海里／16节。动力装置为4台柴油机，功率6万马力。
“别烈津河”级综合补给船主要用于伴随“基辅”级直升机航空母舰编队进行远洋活动。船的舯部有3个补给门架，全船共有3个液货站和4个干货站。船上能携载燃油1.6万吨，淡水500吨，以及2000&127;吨一3000吨粮食等于货。该船的艉部还有较老式的纵向加油装置，可通过软管给舰艇加油。船尾部有直升机平台和机库，可搭载 2架卡—25直升机。
“别烈津河”级补给船是前苏联第一艘装备了sa-n-4舰空导弹系统的后勤支援舰；此外，船上还装备了2座双联装57毫米炮和4座30毫米炮等。
