Lun Eguo GongehQndangren deZhQnl位e he Cel位e Wenti《论俄国共产党人的战略和策略问题))(concernt.ng功e Questl.onsof叻。strar-egy and TQeties ofrhe Russian COmmunists)斯大林论述无产阶级政党的战略和策略原理问题的军事著作。最初刊载于1923年3月14日苏联《真理报》第56号。中译文约1.2万字，全文收人《斯大林全集》中文版第5卷和《斯大林军事文集》。 该文着重阐述了以下内容:①工人运动有客观和主观两个方面。客观方面是指不以无产阶级意志为转移的一些过程。主观方面是指运动的客观过程在无产阶级头脑中的反映，是指无产阶级走向一定目标的自觉的和有计划的运动。运动的主观方面完全是受战略和策略支配的。战略可以加速或延缓运动，把运动导人捷径或引向更艰苦的道路，这是以战略本身的完善或欠缺为转移的。②战略本身并不研究运动的客观过程，但必须了解这些过程并正确地估计到这些过程。研究运动的客观过程的是马克思主义的理论和纲领。因此，战略必须完全以马克思主义的理论和纲领为依据。马克思主义的理论在研究资本主义的客观过程时得出结论说，资产阶级必然崩溃，无产阶级必然夺取政权，资本主义必然由社会主义代替。无产阶级的战略只有把马克思主义的这个基本结论作为自己的工作基础时，才能算作真正的马克思主义的战略。③战略最重要的任务是规定工人阶级运动所应遵循的基本方向，沿着这一方向最有利于无产阶级对敌人进行基本打击，以求达到纲领所提出的目标。在军事战略上，规定基本打击方向就是预先决定整个战争时期各次战役的性质，因而也就是预先决定整个战争十分之九的命运。④策略是战略的一部分，它服从并服务于战略。策略研究的不是整个战争，而是战争中的战斗和战役。策略最重要的任务是规定最适合于某一时期具体情况的、并能最有把握地准备战略胜利的斗争方法和手段、斗争形式和方式，力求赢得某些战役或战斗的胜利。评价策略的作用和效果不应该从它的本身，从它的直接效果着眼，而应该从战略的任务和可能性着眼。⑤作战方法，战争形式不是永远一样的。它们随着发展的条件，首先是随着生产的发展而改变。现代条件下的作战艺术在于掌握战争的一切形式和这方面的一切科学成就，合理地运用它们。同时，军队的组织形式，兵种和军种，通常是与作战形式和方法相适应的，随着后者的改变而改变。
