12650型“宝石”基地扫雷舰主要用于寻找、辨别、摧毁港湾、航线及近海水域内的各种沉底水雷、锚雷、漂雷,保护潜艇、水面舰艇和各种辅助船只出海及返航安全。长50米,宽9米,标准排水量430吨,最大排水量460吨,平均吃水2米,最大速度14节,最大航程1500海里,续航时间15天,乘员45人,采用柴油动力装置,装备接触式、拖曳式扫雷具、各种电磁扫雷具、声纳扫雷具、水下电视水雷搜索仪等扫雷设备,声纳雷达、水下声音通信及水雷辨别声纳雷达、导航雷达等无线电电子设备,主要防护火力装备是2门30毫米自行火炮。
