Through adopting the opening environment of experiment teaching,the practice driving teaching pattern,the heuristic teaching method based on problem oriented,and the assessing way which theory pays equal attention to practice,the integrative diathesis and innovation ability of military academy students is trained and enhanced roundly,and the teaching quality will be improved.

The author also suggested that the public welfare nongovernmental organization such as public offering foundation and social services type,will be more suitable for carrying out the accountability-oriented evaluation,the mutual benefit nongovernmental organization such as industry associations and learned societies,will be more suitable for carrying out problem-based evaluation.
