In order to improve the utilization of on-board buffer resources in broadband satellite networks with on-board ATM(asynchronous transfer mode) switching,a cross-layer on-board buffer management strategy,ECTD(erroneous cell tail drop),which concerns non-real-time data services,was suggested.
