位于新疆阿勒泰地区哈巴河县西部，对面为哈萨克斯坦共和国东哈萨克斯坦州。地处北纬48°21'，东经85°44'。阿黑土别克口岸距哈巴河县城117公里，距阿勒泰市284公里，距乌鲁木齐市829公里，与东哈萨克斯坦州玛尔哈库里县及阿连谢夫卡口岸隔河相望。1992年8月，中哈两国政府签订协议，同意开放阿黑土别克口岸，允许中哈两国人员、交通工具和货物通行。1994年3月，国务院批准该口岸对外开放。该口岸目前尚未开通。
口岸区驻有新疆生产建设兵团 农十师185团一营，还有边防站、人民银行、邮电营业所、车队等单位。
阿黑土别克口岸与哈萨克斯坦共和国东哈萨克斯坦州哈库里县及阿连谢夫卡口岸隔河相望，在产业、产品结构方面，双方经济具有互补性。哈方需要农牧副产品、皮革、活畜、肉食、轻工业产品等，中方需要钢材、木材、化肥、大型机械等，双方可通过换货取得,边境两侧主体民族均为哈萨克族,在历史、文化、生活习俗方面均相近，具有交流合作、发展边贸及边民互市的有利条件，可组织旅游及旅游购物等活动。预测开通近期年过货量2万吨,出入境旅客1 万人次，远期过货量可达5万吨，出入境旅客3万人次。
