世界各国的人口学研究机构的非政府性联合组织。1971年 6月，根据联合国人口司倡议，成立于法国里昂。接受各国人口学研究机构为团体会员,现有会员机构400多所。委员会秘书处设在巴黎法国国立人口研究所内。委员会的宗旨在于协调各国人口研究机构之间的合作，促进经验交流，沟通信息，相互帮助，以提高各个机构研究工作的效率和质量。
在联合国人口活动基金会的帮助下，委员会以英、法、西班牙三种文字出版《人口评论概览》(季刊)，摘要选载几种主要人口学刊物的文章；还定期出版委员会《通报》。委员会曾于1975、1980、1985年三次出版各国人口研究机构目录，列表介绍各国人口学研究机构的名称、地址、组织人员及研究课题等概况，以便各个机构之间的相互交流及联系合作。1985年出版的《目录》中载有中国26所人口学研究机构（包括台湾大学人口研究中心在内）。1974年，委员会还出版了一套包括56个国家的国别人口丛书，对各国人口状况作了较详细的描述和分析。委员会还不定期地出版各种人口研究的专题论文集。
