信息机构追求目标的任何程度的实现，称为信息机构的效益。信息机构的目标是二元目标。长期以来，我国信息学界一般认为，信息机构的功能是尽可能有效和经济地将信息源和用户结合在一起，以保证用户在需要时能获得所要求的信息。用户的信息需要是信息机构存在和发展的根据，没有用户的信息需要，信息机构就没有运行的动力，也就失去了本身存在的理由。在信息工作体制改革以后，我国信息机构也面临着自负盈亏的压力，因此在生产与提供信息资源使用价值以满足用户信息需要的同时，实现价值增殖也是信息机构的运行目标。信息机构价值增殖目标与满足用户信息需要目标两者之间并不对立，而是协调一致的关系。
