This paper analyzes on the basic functions of the library, discusses on the functional actions of university library from two aspects of the educational function and information resource function.

Integration chain model based on information resource capacity;

Through the analysis of information functions in enterprises,the paper puts forward methods of performing information functions——reconstructing organization,making a new pattern of decision mechanism,perfecting inspiring and restricting mechanism,and transform the general staff into the information staff.
