以人工方式查找和提供情报的系统。其特点是人直接参与检索过程。所使用的情报检索工具包括书本式目录、文摘、索引以及各种卡片(穿孔卡片、元词卡片)。手工检索系统包括 6个子系统：①文献筛选子系统，即根据一定的标准，选择摘储的文献。②词表子系统，即编制、维护、修订分类表和主题词表。③标引子系统，即根据词表，将文献的主题内容经概念分析而转换成检索语言。④查寻子系统，即把情报用户的需求转换成检索策略。⑤用户与系统之间交互子系统，即通过与情报用户的商谈，收集反馈，具体确定检索目标。⑥匹配子系统，即检索策略同文献索引中有关标引记录相比较，实施检索作业。手工检索系统具有操作简单,费用低廉、查准率高等优点，但耗时较多，效率较低。在中国，手工检索系统将与自动化检索系统长期共存，互相补充，在情报交流中发挥其应有的作用。
