This essay analyses the possibility of developing personalized information service in library of middle-sized and small-sized colleges and analyses the characteristic and the information needs of information users from several aspects such as the resources,network,personnel and users,etc.

Because of the historical reasons, at present our country still has the considerable amount of the university-owned middle-and-small enterprises.

Taking the responses to the questionnaire about "Hefei University Readers Services on Publicity Month"for example, this paper tries to use the quantitative analysis, and probes into the evaluation mode of library service quality in small and medium- sized university libraries, and makes an analysis of main factors which influence on service quality for small and medium- sized university libraries.

The article introduces the characteristics of digital library combining the developing direction of information of the times,indicates some problems existing in the digital library construction of the small and medium sized academy and puts forward countermeasures against it.

This paper has described the principles of building digital library in medium-and small-size school libraries,and put forward plans of building digital libraries.
