Three new merged-reconstruction-based Inter-Layer Inter-Satellite Link(ILISL) establishment strategies are proposed to reduce the number of network topology reconfiguration and enhance the topology structure stability of the two-tier Low Earth Orbit (LEO)/Medium Earth Orbit (MEO) satellite networks.
