This paper introduces the basic situation of evaluation and grading work in the public libraries in Huangshi City in 2004,sums up the present developing situation of and the problems existing in the public libraries in Huangshi City,and advances some countermeasures for solving these problems.

On the base of the approach to the necessity,main framework and configuration of the home page of the municipal public library the authors attempt to describe that the municipal public library makes full use of the modern network and its resources to develop the spreading functioins of the information.

Currently,the problems of the municipal public library are insufficient funds,small and old buildings with the illogical structure,the decreasing number of readers,the construction of talent s team needs to be strengthened badly,the lack of special service based on the local document,etc.

Basing on deep resarch,the paper introduces the collection and utilizing of ancient books in public libraries of Yuncheng region,analyzes the collection advantage,and at the same time,points out existing prolblems.
