Based on AVS video coding standard,aimed to the character of surveillance video which had much noise and stock-still background,this paper presented a fast inter prediction mode decision algorithm,which adopted down sampling video preprocessing and early termination rules.

Secondly, taking the rate-distortion technology as the central thread, the research on intra-frame prediction mode decision and rate control algorithm will be presented.

Methods: TBHQ in samples was extracted with acetonitrile, eluted by the mobile phase of acetonitrile-water with reserved C18 column as the separation column, scanned by negative ion detection mode with electrospray ionization as joint, detected by selected reaction monitoring (SRM) mode and calibrated by external standard.
