中国北洋政府时期的国家图书馆。1909年清学部奏请筹建京师图书馆，馆址定为北京什刹海的广化寺，缪荃孙被任命为正监督。 1912年7月江翰呈报北洋政府教育部的京师图书馆阅览章程十八条获得批准，同年 8月27日正式对外开放。当时藏书5424部,151375卷, 52326册，其中善本880部，28412卷，10822册。1913年2月江瀚调任他职，教育部派社会教育司司长夏曾佑负责管理该馆，实际由周树人(鲁迅)负责管理。1913年10月教育部决定改组、迁移该馆。1917年1月26 日该馆在安定门内方家胡同清国子监南学旧址开馆。在鲁迅负责该馆工作期间，1917年 4月该馆获得接受国内出版物呈缴本的权利，并入藏了《永乐大典》残本和文津阁藏《四库全书》(见四库七阁)。1928年5 月南京国民党政府大学院改京师图书馆为国立北平图书馆。(见北京图书馆)
