城市土地级差收益
【城市土地级差收益】由于企业占用城市土地的位置不同，给企业带来的不同收益。比如，同一性质的商业企业，在同样大小的土地上，投人等量的活劳动和资金，按同样的方式经营，但由于土地级差不同，所取得的经济效益差距很大，这种差别实际上就是土地的级差收益。一般来说，一个城市市区的每平方米的土地在客观上都存在着级差收益，土地级差收益是个比较概念，它是各级土地的收益相比较而产生的。因此，它有一个用以比较的基准数，基准数随测算范围的不同而不同，一般测算市区土地级差收益的基准值是市区边缘的郊区的土地收益(即城市的绝对地租值)。进行土地级差收益的测算，关键在于找出基准值和级差系数。因为，基准值是对城市各级土地收益进行比较的基础，级差系数的确立是为了了解到土地级差收益提高幅度，进而测算出各级土地的级差收益。城市土地级差收益测算在城市土地有偿使用的问题中占据相当重要的地位，对使用城市土地的使用者实行收费，实际上是国家土地所有权在经济上的实现形式，是超额利润的一种转化形式，这部分的收益理应当归土地所有者所有。因此，只有正确地科学地测算出土地的级差收益，才能制定出合理的城市土地使用费的收费标准，而且还可以为今后城市土地市场的建立和经营提供价格基础。
