教育经费综合定额中国各级财政对各级教育主管部门，以及教育主管部门对所属学校按照教育经费各项科目核定的标准和学生人数下达的总经费定额。包括:教职工工资、补助工资、职工福利工资、学生奖学金(助学金)、公务费、业务费、设备购置费、修缮费、差额补助费等核定的定额标准。在实际确定额度时，将上述各项费用加总再分摊在每个学生头上，形成综合的生均经费，财政部门在核定事业经费时则按照生均经费的定额标准和学生人数计算，下达给教育主管部门。在具体执行时，由于地区差别和各类院校的条件不同，定额确定时也确定了一定的差别系数。教育主管部门在对各所属院校拨给事业费时，有权在财政拨给该部门的全部经费内，考虑其自筹和机动财力以及上年包干结余而进行统盘规划和调剂，并根据各类院校的具体情况而制定不同的核定经费的标准。学校可以根据主管部门下达的教育经费综合定额，结合本校的实际情况，对资金进行统一使用，有利于学校合理分配使用教育经费，提高资金的利用效率。教育经费综合定额既有利于调动学校办学的积极性，也有利于形成学校的自我约束机制。
