This paper has analysed the problems of the system of taking over the forest land for use in China from protecting ownership of collective woodland,and put forward some thinkings on reforming the system.

The reasons for irrational & ununified criteria for both charging and forest species differentiation in the course of charging for forest vegetation restoration cost, lead to the problems about artificial alterations of land classification and forest species before the expropriation & occupation of forestland.

With the example of the estimation of demands of occupation and requisition of forestland during the Eleventh Five-Year Plan in Hunan Province,a regression model for the overall scale of construction land was build with SPSS13.

There are very strict procedures of handling the application of forest felling license involved in the occupation and requisition of forestland.
