Analysis of the eco-m eteorologic factors in southwest hot-dry valley region shows that the unreasonab le d istribution of prec ip i-tation is the prim ary lim iting factor for grape production in th is region,but the ecological cond itions in the dry season are favorab le for h igh-quality grape and w ine production.

During concrete construction in winter in Tibet area , atrocious weather and energy shortage always cause a lot of delay for infrastructure construction , even hinder the rapid regional economic development , therefore , the question is how to speed up infrastructure construction by effective use of construction period in winter .
