To guide the overall development of the present and future Tibetan social economy will necessarily cause the attention to the position and function of the biological economy in the special area Tibet for its rich and special biological resources.

On the basis of reviewing the shaping process of bioeconomy concept and forecasting the forthcoming bioeconomy era,this article systematically analyses the essence of agriculture development and mechanisms for endo-driver and exo-driver of agriculture expansion;puts forward the concept of "the 3rd agriculture expansion" and new agriculture system(NAS) based on bioeconomy.
