Due to the externality in the adoption of technology,farmers micro choices based on utility maximization can t lead to the society s optimum macro behaviors,which presents itself in two aspects: on the one hand,the primary ″ineffective equilibrium″ can t be broken,and on the other hand,an adoption level which reaches the social optimum,that is,the highest average income,can t be achieved.
