农业政策学(agrieultural poliey seienee)研究国家和政党制定、执行农业政策，用政策手段调整农业经济关系和组织农业经济活动的理论和方法的学科。它是政策学、经济政策学的一个分支，又是同农业经济学以及其他农业经济学科有密切联系的一门综合性学科。研究农业政策学的目的，是为了运用科学的理论和方法改善农业政策的制定和调整，提高农业政策的水平，优化农业政策的执行。 19世纪40年代，德国历史学派经济理论家曾提出，国家要干预经济生活，要把经济政策作为经济科学的研究对象。1890年资本主义世界经济危机发生以后，出现了“经济政策论”，这可以说是研究经济政策学的先声。但最早提出.‘政策科学”这一概念的，是1951年美国学者莱斯韦尔(H.D.Lasswell)。他和勒恩纳(D.Lerner)合作，于1951年出版了《政策科学》(ThePoliey Seienees)。耶路撒冷希伯莱大学的德热(Ye-neZkel Dror)，在1968一1971年留居美国任兰德公司高级研究人员期间发表了大量的专题论文，出版了《政策科学探索》(Ventures in Poliey Seienee，1971)等著作，推动美国各大学开设政策科学课程，并与兰德公司的夸德(E.5.Quade)合作，创办了《政策科学》杂志。1969年在美国科学促进会的会议上.德热组织和领导了第一个政策科学研究小组，继而在美国政治学年会上组织了同样一个研究小组。德热在此期间还编辑了一套有关政策科学的丛书。许多国家在高等农业院校设有农业政策课程，也出版了有关农业政策的著作。但是，至今农业政策学还处于创建初期。现有农业政策专著中，最具有代表性、最接近教科书的，是美国依利诺斯大学农业经济学教授哈尔克劳(H .G.Halerow)所著的《农业政策分析》，是西方国家农业政策的理论概括。 农业政策学研究的主要内容:①农业政策的概念、指导原则、作用范围，主要政策方向、任务和目标，以及对影响农业政策的研究和制定的诸要素的识别。②农业政策研究和制定方法。包括调查研究方法、经济理论方法和系统分析方法，还包括识别或发现各种农业政策问题的技巧。③农业政策模型的研究和对农业政策的分析和估价。④农业政策制定系统的改善。包括研究和制定农业政策的过程、机构以及农业政策工作者条件和素质的改善。⑤农业的未来和发展战略，以及相应政策的研究。⑥各国农业政策的比较和制定农业政策历史经验的研究。
