The historical datum and nowadays' records have manifested clearly that the frequency and situation of drought corresponded basically to the catastrophic flood in the middle reaches of Yangtze River,where is the area that the flood took place frequently,also the area that the drought took place frequently.

The wetland in the middle reaches of Yangtze River has been greatly damaged for excess exploitation and unreasonable utilization.

Aiming at the severe condition of flood control that was caused by the phenomena of little discharge volume but higher water level in the middle reaches of Yangtze River, the dissertation analyzes the effect of the change between Jingjiang River and Dongting Lake relations, finds a main reason that caused this adverse state, and finally puts forward a solution.
