世界东部地区研究公共行政的国际学术组织。1960年菲律宾大学公共行政研究院领导人C.罗慕斯发起组建。其宗旨是促进东部地区国家公共行政的研究和改进。每两年举行一次大会。大会曾讨论过"发展中国家的行政","土地改革与农村发展"等课题,1991年10月在中华人民共和国首都北京召开第十四届大会,其主题为:"推进行政改革,提高行政效率。"该组织会员分为国家会员、团体会员和个人会员。有日本、菲律宾、韩国、泰国、越南、澳大利亚、伊朗等会员国。1989年中华人民共和国正式加入该组织,成为会员国。该组织设有"资料中心",负责搜集、编印和交流资料信息;在日本东京设有"地方行政人员培训中心"。该组织在菲律宾马尼拉有常设秘书处,由秘书长负责组织工作。
