出口商品质量许可制度商检机构对出口商品及其生产企业实施的一项监督管理制度。国家根据需要，对涉及安全、卫生等重要的出口商品及其生产企业实施出口质量许可制度。实施质量许可制度的出口商品目录由中国国家商检局会同国务院有关主管部门公布。对列入实施质量许可制度的商品目录中的出口商品及其生产企业，必须经国家商检局或者国家商检局会同国务院主管部门组织考核合格后颁发出口商品质量许可证书，方许可出口。质量许可证书有效期一般为3年至5年，到期需按规定重新申请。在有效期内，如发生质量问题，经查确系生产企业责任.或经商检机构监督抽查，发现不符合质量许可制度规定的要求，并在限期内经改进，仍达不到规定要求的，由当地商检局吊销其质量许可证书申请质量许可证的生产企业必须具备下列条件:①有完整、统一、正确的产品图纸、技术要求和检验规程②有保证原材料、零部件和产品质量所需的生产设备、工艺装备和计量器具、检测仪器与试验设备③具有相应的专业技术人员、熟练技术工人及计量检验人员，并能严格按照图纸、工艺文件和技术标准进行生产、试验和检测。④对申请质量许可证的产品，建二有效的质量保证体系。③建立文明生产的管理、考核制度，并能按期完成出口任务。申请质量许可证的产品质量应符合下列要求:①国家标准和产品归口部门行业标准。没有上述标准的，应符合企业标准②对外贸易合同或者协议有约定检验标准和要求的.应符合对外贸易合同或者协议约定的检验标准和要求。③对来图来样加工的产品，应符合由生产企业、出口经营单位和所在地商检局按来图来样共同制定的出口产品技术要求。④对已出口多年、质量稳定、国外反映良好、但暂时不能贯彻国家或者行业标准要求的产品和非标准产品.应符合企业制定、并经产品归口部门批准的过渡性标准和要求:寻出口产品的包装应符合经贸部、国家商检局和产品归口部门有关出口产品包装的要求
