中国基层社会组织中社会成员共同制订的一种社会行为规范。又称乡约。在城市称街规民约。最早记载中国礼仪规范的《周礼》中就有乡里敬老、睦邻的约定性习俗。明、清两朝在地方上正式推行"乡规"、"社约"。历史上的乡规民约多是为维护剥削阶级的统治地位服务的，但也反映了劳动人民的共同利益和传统的社会美德。如贵州省贵定县石板乡腊利寨现存1919年的寨规碑中就有"贫穷患难亲友相救"、"勿以恶凌善,勿以富吞穷"、"行者让路，耕者让畔"等内容。在中国新民主主义革命时期，广大群众建立了一些适合当时需要的乡规民约，如抗日爱国公约、防奸公约、支前公约等。中华人民共和国建立后，乡规民?荚诔钦蚝团┐宓玫搅私徊降姆⒄埂！吨谢嗣窆埠凸芊ā返诙奶豕娑ǎ?"国家通过普及理想教育、道德教育、文化教育、纪律和法制教育，通过在城乡不同范围的群众中制定和执行各种守则、公约，加强社会主义精神文明的建设"。据此，各阶层、各地区人民普遍建立起各种文明公约和居民守则。乡(街)规民约不同于法律，但对法规的实施起着辅助作用。它通过自下而上与自上而下相结合的方式制定，具有广泛的群众性；形式多样，切实具体；以教育引导为主，有奖有罚，已成为发扬社会主义民主，实行群众自我教育、自我管理的一种有效的形式。
