[施工管理费定额1计算建筑产品价格中间接费的定额。它是国家及其授权机关根据党的路线、方针、政策以及建筑安装企业一定时期的经营管理水平等情况，制定的计取施工管理费的标准。与预算定额不同的是，这种定额以相对数(百分比)表示。施工管理费定额一般包括以下内容:(l)工作人员工资;(2)生产工人辅助工资;(3)工资附加费;(4)办公费;(5)差旅交通费;(6)固定资产使用费;(7)工具用具使用费;(8)劳动保护费;(9)检验试验费;(10)工人大学经费;(11)上级管理费;(12)其他费用等。编制施工管理费定额，首先必须确定计费基础。其计算基础不外有两种:一种是按占用工程直接费的百分比确定;如一般的土建工程、打桩工程、预制混凝土构件、安装工程等直接费构成因素比较稳定的工程，一般都按直接费的百分比确定施工管理费。第二种是按占人工工资总额的一定百分比计取。如机械和电气设备安装工程、管道安装工程、人工施工的大规模土石方等工程，因直接费的构成因素极不稳定，便采取按人工工资总额的百分率计取施工管理费。总之，以哪一种费用作基础确定某项施土管理费。主要是考虑它能否相对稳定地正确地反映此项费用的支出水平和规律，同时还要便于使用。
