| 洪泛区 flood plain 江河两岸、湖周海滨易受洪水淹没的区域。历史上洪水泛滥形成的冲积平原，或称洪泛平原。在大河流的中下游多有人口众多、经济发达、财富密集的冲积平原。为合理发展洪泛区的经济并减小洪灾损失，需根据洪水发生频率、淹没水深和流速及危害程度对洪泛区进行区划，如划分为禁止开发区、限制开发区和允许开发区等。在区划的基础上，应制定法令法规对洪泛区实行管理，保持洪泛区内划定区域的行洪、滞洪功能，统筹安排土地利用；限制与洪水威胁不相适应的经济和社会发展计划，并采取减小洪灾损失的措施。 |
