辽太祖耶律亿灭渤海后所建封国。辽太祖在天显元年（926）春,灭渤海国，以其地封予皇太子耶律倍，因在契丹东，故名东丹国。耶律倍称人皇王。东丹国初都天福城(即渤海国故都忽汗城，在今黑龙江宁安境)，建元甘露，置左大相、右大相、左次相、右次相，有权除授百官,行汉法,每年贡纳细布五万匹、粗布十万匹、马一千匹。半年后,耶律倍奔辽太祖丧,前往辽皇都宫（今内蒙古巴林左旗境）。三年十二月，辽太宗耶律德光徙东丹民实东平郡，升东平郡为南京(今辽宁辽阳北)，又置卫士监视耶律倍。五年，耶律倍越海奔后唐，东丹国名存实亡。六年，仿渤海国旧例，置中台省于南京。会同元年(938)，改南京为东京。天禄元年(947)，辽世宗复建东丹国，封耶律安端为明王，主东丹国事。应历二年(952)十二月,耶律安端死，东丹国名实俱亡。
