区域开发与区域规划之不同：
第一，区域规划是人类对特定区域未来时期发展的预想与设想，规划可能最终得到实现，也可能半途而废；区域开发则是一个实实在在的经济行为，他起步于规划，但不限于规划，它是由规划到实施的全过程。
第二，主体不同，区域规划的主体只能是政府，而区域开发的主体包括政府和企业两大类。其中政府是第一主体，因为政府几乎直接或间接地参与所有的区域开发过程，并且以区域发展的整体利益、长期利益作为最终目标；企业之所以是区域开发的主体，是因为企业发展的过程客观上是区域资源开发利用的过程，但是，由于企业所追逐的不是区域利益，而是企业自身利益的最大化，并且企业的开发行为是在接受政府的指导和调控下进行的，因而企业只能是区域开发的第二主体，但它仍然是相对独立的主体，特别是在市场条件下，大型企业集团作为区域开发主体的地位日益突出。区域开发的对象是一切可利用的区域资源。开发的原意是指通过垦殖、开采等方法来充分利用荒地和自然资源，因此人们通常理解的开发是自然资源的开发。随着社会经济的发展，可以利用的资源已经远远超出自然资源的范围，经济资源、社会资源以及技术、文化等等的资源，都对区域经济发展起着十分重要的作用。而且，随着区域经济发展水平的提高，后者对区域经济发展的贡献也越来越大。因此，现在所指的资源开发意思是对各项资源的综合开发。
