| 地方分权 decentralization 国家权力依法由中央政府和地方政府分别行使的制度 。中央集权的对称。中央政府和地方政府的职权范围一般规定在宪法和法律中。除军事、外交等全国性重要事项由中央政府统一掌管外，凡地方可以处理的事项，如工农业、商业等，均由地方政府负责。有的如交通、财政等项，则由中央与地方分管。地方政府除依法行使其职权外，还须执行中央政府交办的全国性政务。实行联邦制或地方自治的国家，多采用地方分权。 |
