【建设土地征用】亦称“征用土地”。国家为了公共利益的需要，由政府或政府授权的机构，依照法律将集体所有的农业用地、房基地及其他用地等，有偿征归国有土地的一项法律措施。土地征用一般应遵循以下原则:1.节约用地，防止多征少用、征而不用等浪费土地的现象;2.妥善安置被征地单位群众的生产和生活，并按规定支付土地及附属物的补偿费;3.根据国家有关征用土地的政策、法规，办理土地征用手续;4，被征用土地的所有权归国家所有，用地单位只有使用权。土地征用的主要特征是:1.具有强制性;2.土地征用是土地所有权的转移，也就是集体所有的土地变更为国有土地(全民所有的土地);3.土地征用是一种不完全的买卖行为。
