eaoyez一yuan kaifo zongheP旧gJ一。草业资源开发综合评价(integratede，auationof〔Ieve-fopment of pratacultural resources)对草业资源开发利用综合效益的对比、分析、衡量与选优。它在研究草业资源的形成、演变及其数量、质量、分布与适应性的基础上，根据综合评价的原则，确定一系列指标，运用经济分析方法，从生态效益、经济效益与社会效益3个方面，对草业资源不同开发利用进行综合评价，选出最佳开发利用方式，为合理开发利用草业资源提供科学依据。 草业资源的概念要比草地资源大得多。草业资源是把草地作为一个新兴产业开发，并与其关联的一切自然的、经济的资源的总称，如牧草、牲畜、劳动者数量与素质、草地地下资源，以及加工业等。因此，草业资源的开发就不能仅仅限定在草地或牧草上。目前中国草业资源开发刚刚处于发展初期，搞好草业资源开发综合评价意义重大。①由于草业资源的主体是草地，它是一种可更新资源，只要开发利用合理，可以达到持续利用，创造出较高的生产力。②草业资源开发的主导产业是草地畜牧业，是中国节粮型畜牧业的重要组成部分，成本低、效益大、收益时间长。生产的牛羊肉和羊毛绒等产品在国家社会经济中占有举足轻重的地位。③中国草业资源开发的广度和深度都不够，产品链短，总体效益差。把草业资源当做一个产业来开发，可以提高资源利用率，形成新的产业，延长产业链，使资源优势变为经济优势，通过发展生产脱贫致富。草业资源开发综合评价一般归纳为3个内容:①生态效益。主要分析与评价草业资源不同开发利用方式对生态环境的影响，如草地沙化、水土流失、环境恶化等。一般要对资源的存量和增量进行核算，任何掠夺性的开发都会引起资源存量的减少，影响到草业资源的持续利用。②经济效益。主要是根据当地的具体条件与适宜的技术、经济指标，核算不同开发利用方式的投人与产出，通过比较大小后选择较好的方案。反映经济效益的主要指标是开发投资的收益率水平，它要与既定的基准收益率(即要求投资项目应达到的收益率标准，一般应大于银行利率)比较，只有大于基准收益率的项目认为是可行的。③社会效益。从一个地区的整体利益出发，对提供的各种开发利用方式在满足基本需要上，对社会经济活动产生的影响上，进行经济分析与综合平衡，选出社会效益最佳的草业资源开发利用方式。它主要分析草业资源开发对当地资源的利用程度、产业结构的调整、优势产业的确立等方面进行。(史照林)
