【土地开发费】投资开发改良土地的费用。主要包括:1.三通一平费用(或七通一平费用):三通一平费是指临时施工道路、施工用电、施工用水的安装和修建以及平整场地的费用。2.市政基础设施工程费:土地投资中用于平整土地、修筑道路、桥涵、地下管道、园林绿化等基础设施兴建部分的费用，属于土地资本的一部分。它应通过土地的拍卖、转让而得到补偿。市政基础设施工程费主要是指这一部分的土地投资，而用于通水、通电、通气、电讯等投资形成的基础设施，由于它们本身具有营业性，应通过自身的营运收回投资，不能计人地价中。3.利息和税金:利息是指土地开发投资利息，是国家资金积累的来源之一。税收是国家财政收人的重要来源，因此，利息和税金对于国家来说是一种收人，而对于土地开发企业来说，是进行土地开发过程中实际发生的费用，属于一种支出，应列人土地开发费中。4.利润:利润和土地开发费一样，.是土地增殖部分。它的一部分以所得税的形式上缴国家，一部分用作企业扩大再生产。
