【企业资产、负位的证券化比例】这个指标用于测定一国企业抗经济环境展动的能力以及用于考察对经济稳定增长缓冲的作用程度。 可以从以下两种侧面指标来加以考察: 1.银行借款占各种资金来源的比例。 70年代末在西方国家如日本、美国、英国、西德企业的银行借款占资金来源的比例分别只是:so%、15%、10%和20%，而自由资金和证券筹集资金占了绝大的比例。相比之下，中国大陆虽然进行了金融体制改革，开放了证券市场，但就中国大陆最重要的工业城市上海而言，银行贷款要占上海工业企业流动资金来源的so%以上，占上海商业企业流动资金来源的oo%以上。 2.资产证券化的比例。 在西方国家，企业不是把全部资金投人生产过程，而是有选择地购进有价证券作为资产业务的重要内容，其资产证券化的趋势逐步明显。在中国大陆，企业资产业务一般还局限于生产领域。以上海为例，上海各种类型的企业共有230(X)家左右，1984年至今，上海只有2以X)家企业发行各类证券，不到总数的10%。中国大陆1989年底独立核算的工商企业总数有父5万个，而股份制企业约有3以X)家，仅占全国工商业企业数的0 .71输。 中国大陆这种企业资产和负债证券化的低比例，造成的结果是:当银行银根紧缩、获取贷款条件恶化时，不能通过足够的有价证券出售以减缓流动资金的困难，保持相对稳定的生产规模;当银根宽松、企业资金充裕时，因政府对企业购买证券和上市流通规定了各种限制条件而不能更有效地购买有价证券，以保持资产的盈利性和流动性。因此，中国大陆这种资产、负债结构还没有能使中央银行货币政策有“软着陆”的基础条件，对经济增长的缓冲器作用不太明显。
