In this paper, though the study of the China banking regulatory, we have found out the problems and challenges that the China banking industry facing now, and we put forward solutions to these problems and the ways to face these challenges.
本文通过对中国银行业监管起源和发展历程的研究,并将中国银行业监管与国外银行业监管进行对比,查找出中国银行业监管面临的问题和挑战,从体制、机制,主观、客观,国际、国内等诸多方面分析、总结了存在问题的原因,同时结合中国当前银行业监管状况提出了在全球经济危机、金融危机的大环境下解决问题的对策和办法。

| 中国银行 中国办理外汇业务的 国 家专 业银 行 。成立于 1912 年。前身是清朝的大清银行。辛亥革命后改组为中国银行。总行设在北京，系官商合办性质。1914 年 9月，在北京设总管理处，原总行改为北京分行。1927年总管理处迁至上海，次年成为国民党政 府的国际汇兑银行 。经 营 业务包括国外汇兑、发行存放款、储蓄、信托和代理国库券等。1949年由人民政府接管，总管理处由上海迁回北京，改组为公私合营性质的外汇专业银行，在中国人民银行领导下，统一管理和经营外汇业务。1953 年 ，成为 国家外汇专业银行 。总行设在北京，在省、直辖市、自治区和重要的口岸、城市设分支机构；在国外一些贸易、金融中心设立分支机构或代表处。随经济体制改革发展，为充分发挥中国银行的作用，1979年国家批准其为国务院直属机构。主要职责是：①负责统一经营国家外汇资金、办理国家外汇收支。②经营与外汇业务有关的人民币配套信贷、中外合资企业信贷。③根据国家授权和中国人民银行的委托与外国政府或中央银行签订协定，从事有关的国际金融活动。此外还办理国际租赁业务和咨询服务。其驻海外机构，可经营所在地法令许可的各项银行业务。
