1、发挥优势原则。因地制宜，发挥优势，是区域规划最基本的原则。由于世界各国、各地区在自然条件、自然资源、历史沿革、经济基础、文化习俗诸方面存在巨大差异，自然条件和资源丰度的差异性，构成劳动地域分工的自然基础、生产要素、需求水平和产品价格等的差异性，同时也构成劳动地域分工的互补性，这是由劳动地域分工原理所决定的。只有充分发挥各地区的优势，才能最充分地利用区域条件，发展各种产业，取得最佳经济效益。
2、兼顾全局原则。区域规划的最终目的是促使区域经济高速、健康发展。因此，规划中要以区域整体利益为重，以大局为重，妥善处理局部与整体、一般与重点、农业与工业、乡村与城市、生活与生产及近期利益与长远利益的关系。只有坚持全局原则，才有可能使各类规划与发展战略统一起来，始终如一地贯彻战略指导思想。
3、效益原则。区域规划的目的，是为了获取部门或区域的经济效益。通过规划，合理地布局工业、农业和其他产业，在相同投入下，获取尽可能大的经济效益。但是，仅仅是经济效益是不够的，区域规划应当坚持经济效益与社会效益、环境生态效益的统一，使区域能够长期保护可持续发展的态势。
