   以一个工段、车间或工厂乃至一个区域组成一个用水排水闭路系统，把系统内生产过程中所产生的废水，经过适当处理全部送回到原来的生产过程或其他生产过程中使用，不补充或只补充少量洁净水，而不排放废水，这个系统称为闭路循环用水系统或废水回用闭路循环用水系统。建立闭路循环用水的条件为：①缺水严重；②当地水体已丧失稀释与自净能力；③废水量小于或等于用水量；④回用水质要满足生产工艺的要求，不致影响产品质量和生产的顺利进行；⑤净化后回用比排入环境经济效益好。许多国家都在研究改革生产工艺，减少用水量，用循环水系统代替直流水系统，逐步实现闭路循环。
