[前期工程]房屋建筑工程施工开工以前的一切准备工作，也包括拆迁。因为拆迁工作很复杂，政策性很强，一般把拆迁工作除外，所有开工以前的工作叫前期工程。一般称为“三通一平”，也有称为“七通一平”的。征用土地在红线内拆除地上物后，还应对地下进行调查、了解。对地下文物、古墓、管道、电缆、防空洞和其他地下物等，要按各有关规定进行地下物的清除。如不能清除的也要在设计时考虑采取处理措施。场地拆清后，按规划设计的标高进行场地平整，并按设计要求将上水、污水、雨水、电缆、暖气、煤气、通讯电缆和道路等铺设到红线或红线以内。自来水、污水、雨水、电、暖、煤气、通讯等在规划设计时应征得当地有关部门的意见，商量妥当，并要求这些部门签字认可，签订好合同后，再正式出图。施工单位按照施工程序，按图施工。对于高层建筑来说，地基部分的建筑物埋置较深，所以在前期工程中更要合理安排。“三通一平”或“七通一平”完成后，土地开发才算完成。
