能源发展战略(energy development Stra-tegy)一个国家为满足在一定历史阶段经济和社会发展对能源的需要，所制定的能源工业发展和供给战略。制定能源发展战略的依据，主要是考虑以下几点:国内能源资源赋存情况和特点，以及开发利用状况和开发潜力;国家经济增长速度和主要耗能工业发展规划;人民生活水平提高对能源量和质的需求;科技发展对节能的贡献和推动程度;能源消耗对环境产生的影响等。各个国家的能源发展战略都不尽相同，而且同一国家在不同的发展阶段根据需要也在不断进行调整。日本是能源资源极端贫乏的国家，能源消费的80%以上依靠进口，20世纪60一70年代能源消费结构石油比重最高达76.9%，1973年发生石油危机以后，转为大力推行节约能源和发展石油替代能源的多种能源发展战略，80年代末石油比重已降至55%左右。美国是世界上的耗能大国，能源消费以石油为主，占4。写以上，由于多种原因目前50%的石油也是靠进口解决。 中国遵循可持续发展战略思想，20世纪内继续贯彻开发与节能并重的方针，改善能源结构与布局，能源工业的发展以谋炭为基础，以电力为中心，大力发展水电，积极开发石油、天然气，适当发展核电，因地制宜开发新能源和可再生能源，依靠科技进步提高能源利用效率，合理利用能源资源，减少环境污染。主要有以下4点: ①制定符合中国国情，适应社会主义市场经济体制要求的能源、环境、经济协调发展的综合规划及相应的实施方案，加强能源管理。 ②建立全国统一的节能管理体制、政策法规，对能源生产、运输、加工和利用的全过程进行节能管理，提高能源利用效率。20世纪末似前，年节能率要达4%以上，能源弹性系数低于。.5。 ③努力减少煤炭污染。煤炭是中国主要能源，煤炭的环境污染问题涉及煤炭开采、加工和消费的全过程。发展少污染的煤炭开发和应用技术，保护大气层是中国能源系统向环境无害模式转化的重要内容，也是作为联合国《气候变化框架公约》的签约国应承担的义务。 ④开发利用新能源和可再生能源。中国具有丰富的可再生能源资源，它包括水能、生物质能、太阳能、风能、地热能、海洋能等，其特点是消耗后可以得到恢复和补充，不产生或少产生污染。积极发展可再生能源是中国实现能源可持续发展的必由之路。追踪国际先进水平，加强各种新能源和可再生能源利用技术的研究，如开展固有安全系统和快中子增殖堆、受控核聚变、氢能源系统、超导输电和燃料电池等的研究开发。 (刘颖秋)
