shuili gongeheng yimin anzhi水利工程移民安置(reloeation of emig-rant of water projeet)为保证水利工程建设对占用土地的需要，将工程用地范围内的居民迁移到其他适宜地点，并对他们的生产和生活，给予妥善安置 水利工程用地范围内的移民安置包括施工场地和工程淹没两部分。施工场地指工程本身和施工场所用地，它的特点是用地范围呈点、线分布，征地和移民数量相对较少，易于按其生产行政单元内部调整，部分移民还可以在工程管理部门就业。因征地造成剩余劳动力，一般由地方政府土地管理单位组织被征地单位、用地单位分别负责安置。工程淹没指水库、蓄(滞)洪工程淹没区，它的特点是淹没和影响范围较大，征地和移民数量较多，要组成移民安置专门机构，统筹安排。 水利工程移民安置，包括城镇和农村两种情况，其安置方式也有所不同。对于城镇居民，原则上都是随城镇的迁建而安置，原有职业基本保持不变。城镇受淹没影响不大的，只对其受淹没影响部分按原规模就地调整。城镇大部或全部受淹的，可根据具体条件就地退建或在附近选址重建。退建和重建都考虑原有规模，适当照顾其近期发展。城镇因淹没而失去原有功能，无重建必要的，其居民可迁往其他城镇。对农村集镇、乡场居民，照顾其原来职业，仍在集镇、乡场上安置;对其余农村居民，一般都在农村安置。安置方式有:垦荒造地，建立新村;并村、并队，就地调剂土地;发展工副业，多种经营;划拨国有土地或农、林、牧、渔等农场;在工程单位以及其他部门就业等。按照中国的经验，尽管移民安置方式和生产途径不同，都要本着对国家、对人民负责的精神，保证城乡居民安置后的生产、生活水平高于迁移安置以前的水平;同时，移民和当地居民都有不断发展经济、提高生活水平的前景，移民工作才能做好。 做好城镇迁建规划是受淹城镇移民安置的前提，也是各项迁建工程设计的依据。淹没处理任务较重的城镇迁建规划可以划分总体规划和详细规划两个阶段。总体规划着重阐明城镇迁建的方针、规模和发展方向;新址选点的依据;用地范围的工程地质、水文地质概况和鉴定意见;主要工程项目、措施和简明技术经济分析论证;近期建设工程安排及城镇居民安置计划。其主要内容:确定城镇人口规模及各类建设工程技术经济指标;全面安排工业、商业、交通道路、城郊农副业、生活居住、绿化、广场以及其他专业经济和公共设施用地;提出城镇给水排水、动力供应、通讯等项工程的建设方案;估算迁建费用。
