周公、成王时祭先王先公。一说祭祀歧山。
作：生。高山：指歧山。荒：大。荒覆。引申为统治。
彼：指天。一说万民。作：天生万物。一说筑作宫室。
彼徂矣，岐有夷之行：一说彼徂矣岐，有夷之行。徂，往。夷，平。行，道。
