机会成本与会计成本是两个不同的概念。会计成本是指实际支付的货币成本。机会成本可能等于会计成本，也可能不等于会计成本。在完全竞争的条件下，机会成本等于会计成本；在商品（或生产要素）供应不足、实行配给的条件下，机会成本高于会计成本；在商品积压或要素闲置的条件下，机会成本低于会计成本，甚至为零。通常，在机会成本与会计成本不等的情况下，更多的是在机会成本高于会计成本的情况下，使用机会成本的概念。
